Description
The position will be a Programme Manager role, with responsibility for Procurement, reporting to the Head of Governance and Procurement. This position will play a key role in the Governance and Procurement Department. As Procurement Manager you will oversee and co-ordinate the Procurement team. The role will work with all Departments ensuring that procurement procedures and policies are followed.
To ensure that activity peaks within the Department are addressed in a proactive manner, it is expected that the candidate appointed to this role will need to be flexible in terms of working hours during these periods.
Key Responsibilities of the role of Programme Manager:
• Ensure compliance with public procurement and tendering rules, internal financial procedures, and the Code of Practice for the Governance of State Bodies.
• Manage the procurement team ensuring appropriate team objectives are set and achieved and the team is sufficiently resourced, skilled and developed.
• Ongoing development and implementation of procurement policies and procedures
• Draft contract documentation and ensure compliance with the contracts management policy.
• Develop reports and indicators to ensure quality and timeliness of all aspects of procurement and contract management, in particular reporting from the contracts register.
• Draft the annual Corporate Procurement Plan
• Liaise with legal advisers where required in relation to procurement legal matters including advice on best procurement practice, drafting contracts and procurement challenges.
• Review and approve draft RFTs (Request for Tender) prior to publication, selection reports and Board papers.
• Liaise with Programme Managers to ensure that tenders are prepared on a timely basis and that tender specifications are in accordance with SEAI and public procurement requirements.
• Ensure provision of prompt and accurate advice to the business on procurement related compliance matters.
• Ensure that procurement training is rolled out throughout the organisation at all levels

• Excellent communication (written and oral) and interpersonal skills, including ability to communicate complex information clearly, both internally and externally
EXPERIENCE, QUALIFICATIONS & PERSONAL QUALITIES
• A degree or equivalent professional qualification in a relevant area with a public procurement or related Corporate Governance background.
• A good knowledge of public service organisations and the governance and regulatory framework within which they operate
• Detailed knowledge of public procurement and contractual arrangements and rules in the EU (European Union).
• Minimum of five years' experience of working in a corporate governance compliance related area (can include post-graduate studies)
• A strong background and relevant working experience in a procurement role and a thorough knowledge of national policy on public procurement.
• A capacity to build positive working relationship with colleagues and external stakeholders; to work in multi-disciplinary teams and to network effectively
• People management experience
Desirable Requirements
• Knowledge/ Experience of working in the Public Sector.
• Strong project management and organisation skills and knowledge of business process management
• Ability to engage effectively with internal and external stakeholders
• A capacity for consensus building and persuasion
• Strong proactive approach to achieving results, including managing scope, time, cost and quality
• Well-developed negotiation and influencing skills
• Well-developed IT skills
