- Lead the update and roll out of DRC CCCM/ SMC strategy and exit strategy in Somalia
- Lead the harmonization of CCCM methodology, tools, processes, and outputs to integrated and CCCM teams and externally with LA and Cluster partners;
- Provide technical support and overall coordination in the design and implementation of DRC SOM ́s CCCM programming through direct implementation across 5 key axes, encompassing over to 200 sites;
- Provide technical guidance and oversight to the rezoning and catchment approach to site allocation
- Ensure integration with other DRC sectors such as Emergency, Economic Recovery, Protection, WASH and Humanitarian Disarmament & Peacebuilding (HDP);
- Represent DRC in the CCCM and Shelter clusters, as well as the relevant technical working groups and vis a vis the national and local authority as required.
- Contribute to CCCM related to IM and MEAL planning and implementation;
- Ensure needs in IDP sites targeted by the actions are inclusive of host community needs;
- Engage with Grants and Program Depts, most notably Emergency and Durable Solutions, on SMC related proposal developments and revisions.
- Navigate and mitigate the systemic gate keeping that results in aid diversion in assistance delivery
- Oversee the development and implementation of DRC CCCM and integrated activities along with other sector leads in PRT, Emergency, Distributions and WASH.
- Conduct frequent field visits to monitor the quality of CCCM implementation and intersectoral integration and highlight gaps.
- Improve utilization of site monitoring data in informing humanitarian responses at IDP hosting sites, CCCM Cluster, as well as utilization of the data for analysis and advocacy purposes;
- Contribute to beneficiary feedback mechanisms at IDP hosting sites and integrate learnings into evolving programming;
- Oversee protection and Age, Gender and Diversity (AGD) mainstreaming in all DRC CCCM activities;
- Ensure project activities are implemented on time and in a quality manner and donor reporting is of high quality and timely
- Act as project focal point for multi-sector projects
- Support and contribute to DRC Somalia's emergency preparedness and response at site and area level including, planning, reporting, assessments, coordination, messaging, relocations, return intentions and any other relevant activity.
- Represent DRC in external forums relevant to the sector and maintain close relations with CCCM Cluster and ABC
- Ensure catchment area service provider coordination meetings take place
- Contribute to project development and the expansion of the Site Management Support team
- Uphold and promote the use of the Minimum Standards for Camp Management in Somalia
- Establish, support and aid in the design of site management committees, recognising influence of 'Camp Leaders' in Somali context
- Oversee and support representative committees and community groups, ensuring Inclusion is main factor in composition and any community-based targeting
- Responsible for establishing and maintaining coordination amongst the key actors, including government representatives, UN agencies, international NGOs and national NGOs and other service providers groups and supporting (non) existing coordination mechanisms.
- Assist in monitoring, in close collaboration with Protection: all technical work carried out in the site setting, including water, sanitation and hygiene activities, construction activities, and any other activities implemented by DRC, as well as the activities of other organisations. Ensure all activities respect international standards for each sector.
- Lead on information gathering, site prioritization and participatory assessments undertaken within the sites, cognizant of the prevelance of inauthentic sites
- Ensure accountability through ensuring access to static CRM, mobile CRM and information sharing with the community and service providers.
- Contribute to donors reporting requirements, PDMs and ensure all data is collected and indicator tracking tools are updated regularly. Design, support and establish decongestion initiatives in IDP sites and ensure innovative responses to WASH interventions
- Identify any early warning signs of eviction and pre-empt with HLP initiatives
- Support the work of other DRC sectors and external partners in jointly improving the site environment

Somalia is experiencing a devastating humanitarian crisis, with nearly 80% of the population in need of some form of humanitarian assistance. DRC in Somalia is scaling up the operation in emergency response through an integrated approach accessing hard to reach populations.
Overall purpose of the role
The Camp Management Coordinator oversees a diverse and complex portfolio across five displacement axes in South Central Somalia. S/he is responsible for the roll out of DRC's CCCM catchment area approach and coordination of assistance and services at site level, in coordination with CCCM Cluster and relevant authorities. This entails mitigating systematic gate keeping diversions, building capacity and establishing effective collaboration through and area-based approach with a diversity of stakeholders where this is currently lacking. Effective site monitoring tools, countrywide registration and working closely with the multi-sector team is required to ensure an integrated. first line response for new arrivals is a key component of the role. The role aims to ensure teams provide a lifesaving response and coordinate with health and nutrition and protection actors so displaced families can access to basic needs and services in sites and to work with DRC's approach in mitigating displacement in hard to reach areas.
