    Description
    Background TII is responsible maintaining the Luas Light Rail network.
    The Light Rail network relies on 11 principal asset categories / groups (e.g.
    structures, track, control & communications systems and power installations) with different characteristics and deterioration mechanisms, with a cumulative value in the region of €1bn.

    In maintaining the light rail network, TII is responsible for overseeing an wide range of asset renewal and maintenance projects, including significant civil infrastructure works, rail replacement works, power communications and signalling works.

    These works are carried out by a variety of contractors on behalf of TII.

    In addition to these works, TII is responsible for ensuring that all construction works undertaken by third party developers adjacent to the light rail network are undertaken in accordance with the requirements detailed in agreements that have been established between the third party and TII.

    The Construction Supervisor - Light Rail Network will represent TII in the supervision and monitoring of all construction works undertaken on the Luas Light Rail Network by TIIs contractors and shall shall be responsible for monitoring construction activity by third party developers adjacent to the light rail network.

    Role and Responsibilities This is a key role which will require experience, technical expertise, leadership and reporting skills.

    The key responsibilities of the role General Responsibilities Regular onsite inspections of the light rail network for TII and jointly with Operations and Maintenance Contractor as required Monitor Quality Assurance and Quality Control of the contractors works Monitor on-site supervision of the performance of the contractor against programme Ensuring Public Relations interfaces are managed and key issues are dealt with quickly and efficiently Ensuring all contractors and employees meet the Health, Safety and Environmental obligations of the relevant statutory Codes and Laws Co-ordinating all external interfaces to the contract - e.g.

    Local Authorities, NTA, developers, external contractors, emergency services Co-ordinating and managing the interface with the Utility companies where applicable Maintaining daily progress reports and records of all plant, resources and site activities Provide weekly infrastructure inspections report to TII Asset Managers, clearly highlighting issues of concern relating to the condition of the asset Present outcome of inspections to Senior Asset Manager on a monthly basis Maintain a register of infrastructure faults/defects to track, date location, fault identification, action required and rectification date Carry out regular network journeys to identify 3rd party adjacent development activity, identifying developments that have not sought TII authorisation and/or impact on the safe operation of the network Carry out regular site inspection visits to track and monitor the progress of adjacent development authorised by TII and ensure their compliance with agreements between the parties, ensuring the safe operation of the network Report on the progress of all adjacent development sites on a weekly basis.

    Undertaking such tasks, activities or other duties as may be required or assigned appropriate to the grade.
    All of the divisions within TII have inter-dependant responsibilities and close cooperation and teamwork is required across the organisation.

    The person appointed will be required to demonstrate the flexibility necessary to fulfil other roles and responsibilities at a similar grade within TII and may be assigned to other such roles as business needs arise.

    ESSENTIAL REQUIREMENTS Character Each candidate must be of good character.

    Health A candidate for and any person holding the role must be fully competent and capable of undertaking duties attached to the role and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

    Education & Experience The successful candidate will be required to demonstrate the key competencies for a Grade 2 position, as identified in the Competency Dictionary on the HR section of the intranet, as well as the following job specific requirements: A third level qualification (NFQ Level 6 or higher) in a relevant discipline such as Civil Engineering, Construction Management or related field.

    A minimum of 7 years' experience in construction supervision on major infrastructure or building projects.
    A strong record of working collaboratively with a wide range of third-party stakeholders and construction and/or service contractors/providers.
    Excellent experience of working within safety critical environments.
    Ideally a good working knowledge of working within railway operating environments.

    Good knowledge of asset management principles, combined with an understanding of lifecycle management, risk management, safety management related to infrastructure assets.

    Strong experience in Utility diversions in a city centre environment desirable.

    Familiar with the traffic management process included in Dublin City Councils Directions for the Control and Management of Roadworks in Dublin.

    Full Driving Licence.
