    The Environment and Consumer Protection Office is lookingto fill a position in the IT specialist applications department asa

    IT specialist (m/f/d)

    The focus of the work lies in the development of thedigital participation process for building applications (internalbuilding coordination) as part of the introduction of the newenvironmental management system, which is replacing the previoussystem during ongoing operations.

    As an ITspecialist, you will be responsible in particular for the creation,operation, maintenance and expansion of the office-specific ITinfrastructure including geodata infrastructure (hardware andsoftware, data supply and processing, connection to municipal andexternal third-party systems of the state, federal government andthe European Union). They are involved in IT projects and providepractical, methodical, advisory and conceptual support to users, aswell as using their own program routines in the area of general ITtasks and in the area of special tasks that are implemented on theIT side via so-called specialist applications or special programs.

    The special specialist procedures to besupported as part of the Cologne Environmental Information System(UIS) are mainly ArcGIS / ArcGIS Pro, SDI-Suite, QGIS (geodataprocessing/geodata management), ASPE (species and animalprotection), Balvi IP and Balvi Mobil XT (food and animal diseasemonitoring), ImmisLuft (air pollutants), LimA (noise), GWBase(groundwater data management), GKSMate (goods handling bordercontrol point) and the UMsys plus successor systemsProBau/ProUmwelt, which is currently being replaced, as aninterdisciplinary environmental management system for handlingprocesses relating to contaminated sites, constructioncoordination, tree protection, soil protection, IWA, UNB andenvironmental planning.

    • develop and operate the digital participation procedure forbuilding applications (internal building coordination) as anintegral part of the new environmental management system, includingmigration from the old system
    • form theinterface function between the requirements of the office'sinternal
      construction coordination and the potential ofIT
    • advise the internal constructioncoordination department on the methodology used and its developmentwith IT tools
    • support the specialistdepartments in the application of the specialist procedures andhold training courses for the new environmental management systemfor the respective users
    • maintain and updatethe specialist area documentation
    • carry outerror analyses and process faults

    The position is graded according tosalary group A11 career group 2, 1st entry level LBesG NRW (SalaryAct for the State of North Rhine-Westphalia, formerly higherservice) or according to pay group 11 of the collective agreementfor the public service (TVöD IKT).

    The salaryrange in pay group 11 (TVöD-IKT) is currently between 4,032.38euros (experience level 1) and 5,975.19 euros (experience level 6).

    Your professional experience will be takeninto account when assigning you to the experience level within thepay group, insofar as this is possible under collective bargaininglaw.
