    Job Description

    The role holder will lead the review, development and implementation of processes, procedures and systems to be used in the planning, estimating, budgeting, funding, managing, and controlling costs so that the project can be completed within the approved budget.

    The role holder will also lead cost management and estimation across the programme and will ensure that there is a focus on accurate forecasting of out-turn costs and cash flow and a culture of mitigating any estimated cost-overruns is embedded

    Role Responsibilities:

  • Responsible for the upkeep and management of the Financial Records (as per Head contract)
  • Monthly development of the Total Price for Service provided to date
  • Monthly development of the forecast to completion
  • Monthly assessment of KPI abatements/incentives
  • Manage the application for payment process for the head contract (TPSPtD, Expenses, KPI+-, Subcontracts)
  • Assure the timesheet and expenses information submitted by subcontractors and affiliates
  • Support assessment of change via change management register (monthly)
  • Support assessment of risk/opportunity via risk register (monthly)
  • Support assessment of CE's when required
  • Assurance and pricing of TO's following Service Review, TO instructions etc
  • Development of the affiliate TOES in line with the agreed TO from client
  • Management of the CPSC Risk Register, including drafting and issuing of EWNs and CEs (Head Contract)
  • Support the management of correspondence on subconsultancy agreements
  • Support the budgeting exercise and manage the ERR etc
  • Manage the accrual process associated with subcontractor and contractor payments
  • Review and approve/query invoices received via PLO
  • Qualifications

  • 10+ years' experience in cost management and estimation with at least
  • Further experience / understanding of the following is required: o Designing and implementing the costing and estimating frameworks within a PMO functionDelivering costing and estimating management in major projects environments to enable achievement of project goals and objectives Knowledge of cost management principles, methods, techniques and tools, including the standard method of measurement Cost analysis, cost modelling and benchmarking processes and techniques Costing systems and toolkits Facilitating collaboration with project stakeholder to ensure consistency and transparency in approach and data Project controls design Delivering continuous improvement programsInformation management and reporting Working in a comparable consultancy environment, or with a client or contractor organisationDevelopment of standard operating procedures
  • Experience in managing finance processes and procedures on a major infrastructure project
  • Additionally, the Finance and Commercial manager will be required to possess the following skills:

  • Good influencing skills to manage and motivate teams in support of delivery of high risk, value and complex project and programmes
  • Ability to coordinate and organize multiple sources of reporting inputs / performance data and deliver project reports as required
  • An ability to work effectively in a team environment
  • Ability to co-ordinate and communicate important information across the team
  • Well-developed interpersonal and communication skills
  • Ability to develop long term relationships with all team members, and effectively balance people and processes
  • An ability to foster a committed, strategic, innovative and inclusive culture
  • Ability to work in a collaborative manner that is positive, open, transparent and is a clear and effective communicator
  • Formal Education Qualifications

  • Minimum Level 8 degree (or equivalent) in relevant subject area , engineering, project management, cost and commercial management etc.
  • Level 9 Masters in relevant field would be advantageous (or equivalent masters)
  • Professional Memberships


    • Chartered status with SCSI / RICS, IEI, ICE
